General Baltodano is the Delegate of the President of the Republic of Nicaragua to promote investment, a Minister-level position. He leads the Presidential Delegation for Investment Promotion and Foreign Trade Facilitation. The institution provides support to the private and public sectors as a national effort to promote development of national and foreign direct private investment, and the facilitation of foreign trade to foster the country’s economic growth and the human development of the population. He also directs PRONicaragua, the national investment promotion agency, which has won recognition from the World Bank. Likewise, General Baltodano heads the National Free Zone Commission (CNZF), which is the government regulating entity that supervises all export processing zones, including the Free Zone Corporation, the only state-owned industrial park in Nicaragua. Included among General Baltodano´s responsibilities are negotiations with the textile and apparel sectors, especially those related to DR-CAFTA. He is also a member of the Government Commission for Nicaraguan private sector relations.
General Baltodano had a lengthy and highly decorated career in the Nicaraguan military between 1979 and his retirement in 2000. He served as Secretary General for the Nicaraguan Army from 1990-1996 and afterwards as Nicaraguan Military Attaché in Mexico and Guatemala. From 2001-2006, he was elected Nicaraguan Delegate to the Central American Parliament. He holds a BA in Business Administration from the Central American University (Jesuit) and did post graduate studies in Military Science in Managua. General Baltodano is married with five children and runs a family farm producing coffee and cocoa and raising cattle.
