Minister of Finance, the Economy and Public Administration (Antigua and Barbuda)

The Hon. Harold Lovell, Antiguan by birth, is the holder of a Bachelor Arts degree in Geography and Geology from the University of the West Indies. A Barrister by profession, he qualified at Middle Temple in London and obtained a Master of Jurisprudence from the University of Birmingham.

Minister Lovell’s professional career spans both the public and private sectors, as a teacher in the government service and, later, following the completion of his legal studies, as an Attorney in the Antiguan law firm of Christian Lovell Walwyn & Co. as a partner and practitioner.

During his first term as Minister of Government, from March 2004 to March 2009, Minister Lovell held various portfolios at different times. These included Minister of Foreign Affairs, International Transport and Trade and Minister of Tourism, Civil Aviation, Culture and the Environment.

Minister Lovell brings a multi-stakeholder approach to management and has been a catalyst in creating synergies among key stakeholders within all sectors of his various ministerial responsibilities.

During his tenure as Minister of Tourism and Civil Aviation his primary focus was the development of a diversified and sustainable tourism product for Antigua and Barbuda and the re-design and redevelopment of the island’s international airport. His recent portfolio as Minister of Finance, the Economy and Public Administration has engaged his efforts towards stabilizing the country’s fiscal position, stimulating economic growth and developing a comprehensive reform programme to modernize the public sector.
