As an economist and expert in economic development, banking and monetary policy, Mohamed Lamine Doumbouya was appointed Minister of Budget by President Alpha Condé, whom with the new Prime Minister, Mamady Youla, formed a government focused on the economic recovery of Guinea. Prior to joining the Guinean administration, Dr. Doumbouya worked in Marocco, France and Canada, belonging to a new generation of highly qualified experts whom born in Guinea, trained and recruited in notable organisms abroad, chose to return to their home to actively contribute to the development of Guinea.

From April 2013 to December 2015, Dr. Doumbouya served as Special Councillor to the Prime Minister and was in charge of monetary and banking policy. He was also Member of the Economic Reform Council, Member of the Harmonization and Balance of Payments Committee, as well as Member of the negotiation team on the performance review of the Guinean economy with the IMF and World Bank.

Prior to returning to Guinea, Dr. Doumbouya lived in Canada where he taught at the University of Ottawa and at the CEGEP of Outaouais from 2010 to 2013. He also worked as a professional researcher at the Centre de Recherche et de Transfert en Intelligence Territoriale (CeRTIT) at the CEGEP of Outaouais, in Québec and is the author of several publications.
