Mr. Wagner Bittencourt de Oliveira is the Executive Vice-President of BNDES (Brazil's National Bank for Economic and Social Development). His undergraduate studies as a metallurgic engineer were completed at PUC/RJ (Rio de Janeiro's Catholic University) and afterwards specialized in finance and capital markets. He began his career at BNDES in 1975, where he assumed several executive positions over the years, including Deputy Director and Director, mainly dedicated to the infrastructure, basic materials and industrial sectors.

During his career, also served as Secretary of the Ministry of National Integration, Deputy Director of SUDENE (Development Agency for the Northeast Region of Brazil) and president of Companhia Ferrovi£ria do Nordeste (Northeast Railway Company). Currently is a Board Member of Eletrobras (Latin America's biggest electric power company). In 2011 was appointed as the first Chief-Minister for Civil Aviation, where he served until March 2013.
